Dr. Olszewski believes that both our state and our federal constitutions are to be followed at all times, by all branches of government. With that in mind, it’s important to understand that the Executive and Judicial branches are prohibited from making laws. The Legislative branch can make laws, but cannot violate the US Constitution. Therefore, Dr. Olszewski does not support the CSKT Water Compact because it violates both the Montana Constitution and the United States Constitution. Finally, Al took a required oath to support and uphold the Montana Constitution when he was elected to the Montana Legislature; and an oath to the US Constitution during his time in the armed forces. Al takes his commitment to both oaths very seriously.
